E.g., Some U.S. law enforcement agency that wants to know if you are close to your cell phone or land-line at a specific date and time, so it can track you when uncertain of your whereabouts. Anyone who disagrees (e.g. letters, political blogs, etc.) with the U.S. government on certain issues is considered a political activist.
